How Much Do PRs Pay for Healthcare in Singapore Compared to Citizens?

Singapore’s healthcare system is known for its high quality and accessibility, offering coverage to both citizens and Permanent Residents (PRs). However, PRs often face higher healthcare costs due to differences in government subsidies and insurance premiums. In this article, let’s explore these differences and what they mean for PRs in Singapore.

Government Subsidies

Singapore’s public healthcare services are heavily subsidized to keep costs affordable. However, the level of subsidy depends on your residency status. For example, in Class C hospital wards, citizens receive an 80% subsidy for treatment costs, while PRs get 70%. The Ministry of Health has also announced plans to lower the subsidy for PRs in Class C wards to 60%, further highlighting the differences in benefits between citizens and PRs.

MediShield Life Premiums

MediShield Life, Singapore’s national health insurance scheme, provides universal coverage for large hospital bills and selected costly outpatient treatments. Both citizens and PRs are required to contribute, but the premiums differ. For example, as of 1 January 2024, individuals aged 31 to 40 pay annual premiums of SGD 397.29, while those aged 51 to 60 pay SGD 814.95. Learn more: Ministry of Health

Premium Subsidies

To keep MediShield Life premiums affordable, the government offers subsidies based on income and residency status. Lower- to middle-income families with a household monthly income per person of SGD 3,600 and below can receive subsidies of up to 50%.

However, PRs are eligible for only half the subsidy rate applicable to citizens. For instance, if a citizen receives a 40% subsidy, a PR in the same financial situation would receive a 20% subsidy.

Outpatient Services

Subsidies for outpatient services also differ. Citizens and PRs can access subsidized care at public polyclinics and Specialist Outpatient Clinics (SOCs). However, the subsidy rates for PRs are typically lower than those for citizens, leading to higher out-of-pocket expenses for PRs.

Private Healthcare Costs

Both citizens and PRs who opt for private healthcare services do not receive government subsidies, resulting in higher costs. However, they can utilize their MediSave accounts and private insurance plans to offset some of these expenses.

While Singapore’s healthcare system provides both citizens and PRs with access to quality medical services, PRs typically face higher out-of-pocket expenses due to lower subsidy rates and higher insurance premiums. Understanding these differences is essential for effective financial planning.
